			<content:encoded><![CDATA[<p>Of the just over 1 million votes cast statewide in Tuesday’s election, 2,486 came from Cherokee County, according to numbers from the county clerk’s office.<span id="more-532"></span></p>
<p>The total includes those who cast votes in early and Election Day voting, with the majority attending Election Day voting.</p>
<p>All 11 proposed constitutional amendments were passed, though some of them received more against votes than votes in favor in Cherokee County. </p>
<p>Proposition 11, limiting the government’s powers of eminent domain, received 82.66 percent of the yes votes in Cherokee County — it passed statewide with 81 percent of the vote.</p>
<p>Proposition 4, which aims to contribute $500 million of existing state money to a national research university fund, passed statewide despite being voted down in Cherokee County — only 931 voted in favor while 1,503 against the amendment.</p>
<p>Proposition 2 passed with Cherokee County voters at 2,472 votes; 1,687 were in favor of the proposition and 785 were against.</p>
<p>Voters in Cherokee County narrowly favored Proposition 3. Up to 1,264 voted in favor and 1,205 voted against it.</p>
<p>Proposition 5 was not popular with Cherokee County voters. Of the 2,420 votes, 55.58 percent were against it and 44.42 percent were for it.</p>
<p>On Proposition 6, voters in the county favored it 1,378 to 1,041.</p>
<p>Proposition 7 was approved, with 62.91 percent of 2,448 county voters in favor of the amendment and 37.09 against.</p>
<p>Proposition 8 was similarly well liked in Cherokee County. Of the 2,461 who voted, 67.53 percent voted in its favor and 32.47 percent voted against it.</p>
<p>Proposition 9 received 67.9 percent votes for it out of 2,442. It had 32.1 percent vote against it.</p>
<p>Proposition 10 received 1,563 votes in its favor and 871 votes against it.</p>
<p>Individual precinct numbers were not available Wednesday afternoon.</p>
<p><strong>State Rep. Chuck Hopson said he is pleased with the outcome.</p>
<p>“It’s beneficial for landowners, beneficial for higher education and for veterans,” Hopson said. “The things that were very important to me were passed. I’m glad we had a very positive outcome.”</strong></p>
<p>Sen. Robert Nichols said in a press release that he felt very strongly about Proposition 11.</p>
<p>“It will prohibit the taking of private property for transfer to a private entity for the purpose of economic development,” Nichols said. “It may be the last number of the proposed amendments, but it is of first importance in preserving Texas’ tradition of protecting land and home owners.”</p>

<p>Planned to support various hunger programs of HOPE, the event will be 11:30 a.m. to 3 p.m. at the Norman Activity Center in Jacksonville.<span id="more-527"></span></p>
<p>Shirley Reese, a registered nurse at HOPE, said she encourages residents to come to the soup luncheon.</p>
<p>“For $10 per person or $30 for a family, people can sample all the soup bowls we’ll have,” she said. “There will also be a silent auction for celebrity-autographed soup bowls.”</p>
<p>The ticket price includes a ceramic bowl, unlimited soup tasting, bread, beverage, dessert and the rest of the lunch-time activities.</p>
<p>Vicki Griffin, pastor of First Presbyterian Church of Jacksonville, said there will be an autographed mug from Patrick Dempsey, who plays Derek Shepherd on the popular television show “Grey’s Anatomy”, and his wife Jillian. The two have a second home in Jacksonville.</p>
<p>“Churches will make the soup,” Griffin said. “There will be up to 20 different types of soup and an opportunity to vote on your favorite.”</p>
<p>Some of the churches have even held cook-offs to ensure only the best tasting soup makes it to the luncheon on Sunday, Griffin said.</p>
<p>In addition to the autographed pieces in the silent auction, there will be hand-made pots or mugs, some of which are signed by local figures such as State Rep. Chuck Hopson or ministers from Jacksonville.</p>
<p>Griffin said she is expecting good attendance from the entire community, and also said the entry price is an especially good deal for families of more than three.</p>
<p>“The soup will be wonderful, and the ticket price goes to feed hungry people in Jacksonville,” she said, “and I know we have a lot of hungry people in Jacksonville who have lost their jobs.”</p>
<p>Live entertainment will be provided by the Lykins family, a family group that has performed at the Texas State Railroad and many bluegrass venues and festivals around East Texas and as far away as Colorado.</p>

			<content:encoded><![CDATA[<p>Mulching work began Monday morning at the Love’s Lookout rest stop north of Jacksonville to clear space in front of the overlook and make for a cleaner view with less unsightly shrubs and plants. The work comes just in time for the Nov. 10 fifth anniversary party.<span id="more-400"></span></p>
<p>“In that area, shrubs have been growing on the hill,” said Mo Raissi, Jacksonville city manager. “It was hard to maintain and you can’t see the view down there.”</p>
<p>According to Raissi, the city hired Hilton Services LP to mulch the hill portion beyond Love’s Lookout clear of the brush and tall shrubs. The Rusk-based company’s $4,050 bid was the lowest of three received. The next lowest was All Clear Brush Mulching at $4,200.</p>
<p>Raissi said there is a possibility of seeds being planted to fill the newly cleared soil with colorful flowers or other more comely vegetation, but care must be taken to not end up with the same problem a few years down the line.</p>
<p>The mulching project was not done specifically for the party, but the clearer view promises to be a nice bonus.</p>
<p>Peggy Renfro, Jacksonville Chamber of Commerce president, said it’s being called a birthday party. The event will take place from 11:30 a.m. to 1 p.m. Nov. 10. It is a party for those who have helped to make Love’s Lookout a reality.</p>
<p>“A few dignitaries will speak briefly and there will be hot dogs, chips and a birthday cake,” she said.</p>
<p>Volunteers who have been with Love’s Lookout since the beginning will be there. These volunteers are Altha Haba and Clay Bevel.</p>
<p><strong>State Rep. Chuck Hopson</strong> will attend, as well as Mayor Robert Haberle. Dick Stone and Becky Hays, former and current chamber chairs, respectively, will also visit the party.</p>
<p>Renfro said though the event is free, it is also limited only to those who have had a hand in the project.</p>
<p>Love’s Lookout has stood longer than the five years it’s been a rest stop, however. Renfro said a group of representatives from the chamber, the city and the Texas Department of Transportation partnered together to make Love’s Lookout the popular rest stop it is today.</p>
<p>Max McCaig, one of the maintenance workers at Love’s Lookout, said the rest stop has consistently scored highly on state inspections.</p>
<p>“We’re one of the top as far as state inspections go,” he said.</p>
<p>In addition, he said he has heard from travelers regarding the rest stop.</p>
<p>“Everyone who comes through says it’s the nicest, cleanest, prettiest rest stop they’ve been to,” he said.</p>
<p>The Texas Department of Transportation is in charge of maintenance for Love’s Lookout. The rest stop is just north of Jacksonville on U.S. Highway 69, and is easily identifiable due to the nearby lookout tower.</p>

			<content:encoded><![CDATA[<p>AUSTIN&#8211; State Representative Chuck Hopson (D-Jacksonville) is encouraging you to get out and vote for Constitutional Amendment 11.  The proposed amendment would amend Section 17, Article I, Texas Constitution, to restrict the taking, damaging, or destroying of a person&#8217;s property for public use to circumstances in which the taking, damage, or destruction is necessary for the ownership, use, and enjoyment of the property by the State of Texas, a political subdivision of the state, the public at large, or an entity granted the power of eminent domain, or for the elimination of urban blight on a particular parcel of property.<span id="more-403"></span></p>
<p>The right to own and use private property is one of the most sacred rights of Texans. The ability of government to abuse this right is one of the most frightening. 			<content:encoded><![CDATA[<p><strong>State Rep. Chuck Hopson (D-Jacksonville)</strong> and State Sen. Robert Nichols (R-Jacksonville) have announced the launch of the 2009-10 High School Aerospace Scholars (HAS) program. HAS will enable selected Texas students to explore and become a part of NASA’s plan for space exploration to send humans back to the moon, on to Mars and beyond.<span id="more-392"></span> Students selected will utilize their math and science skills to complete 10 web-based assignments during the school year and then travel to the Johnson Space Center (JSC) in Houston during the summer and use the same skills to help investigate options for sending humans to Mars alongside their peers, NASA scientists and engineers.</p>
<p>Eligible students are required to meet the following criteria:</p>
<ul>
<li>U.S. Citizen</li>
<li>Texas resident</li>
<li>Currently a high school junior</li>
<li>Interest in science, math, or engineering</li>
<li>Able to commit to a relationship with JSC, including a one-week residential experience during the summer</li>
<li>Access to the internet and e-mail (home, school, or public library)</li>
</ul>
<p>The state of Texas, in partnership with JSC and the Texas educational community, developed high school aerospace scholars in 1999 to encourage more students to pursue studies and careers in science, technology, engineering and mathematics.
